Bolivia's Chamber of Deputies Votes to 'Denounce' 1961 "Narcotics" Convention

Votes to formally denounce the 1961 U.N. 'Narcotics' Convention- which provides for nations to leave it by so denouncing it, via formally giving one year's notice before taking effect.

Bolivia's denouncment is conditional- it would cease (and thus Bolivia would continue to observe this 1961 'Narcotics' Conference) *IF* it repeals the ban on Coca.

Bolivia's Senate, which must now vote on this proposed denouncement, consists of about a 2 to 1 majority of Evo Morale's party, and is hence should be considered likey to vote in its favor.
